Joe Towns, Jr.
Shelby County Criminal Court Clerk

Criminal Court Clerk Joe Towns, Jr., is a lifelong Memphian and experienced business leader, entrepreneur, educator, and public servant committed to serving the citizens of Shelby County.
A graduate of LeMoyne-Owen College, he earned a Bachelor of Arts degree in Political Science before earning a Master of Science degree in Operational Management from the University of Arkansas in Fayetteville. His professional career has included business ownership, consulting, entertainment, and service as a college instructor, providing him with a diverse background in leadership, management, and organizational operations.
Prior to becoming Criminal Court Clerk, Joe served in the Tennessee House of Representatives during the 99th through 107th General Assemblies.
During his tenure, he served as Assistant Democratic Leader and was a member of several key committees, including the House Calendar & Rules Committee, House Consumer & Employee Affairs Committee, House Commerce Committee, and the House General Subcommittee of Consumer & Employee Affairs.
Beyond public office, Joe has remained actively engaged in the Memphis community. He is a co-founder of C.U.T.E.C. Anti-Crime Organization and has been involved with 100 Black Men, Men of Progress, Kappa Alpha Psi Fraternity, Incorporated, and the Gardenview Home Owners Association. He is also a member of Mississippi Boulevard Church.
As Criminal Court Clerk, Joe brings a combination of public-sector experience, business leadership, and community engagement to the office. He is committed to building on the office's role in serving the public, supporting the judicial system, and ensuring that the Criminal Court Clerk's Office remains responsive, accessible, and accountable to the people of Shelby County.
